In Acol, playing weak NT (12-14) is the following sequence forcing or not:
    1H-1S
    1NT-2C

I always thought that a new suit by responder was forcing, except when 1NT has been bid by either player.

Is the above sequence forcing or not? I thought it should show a weak 2-suited hand. (To show a stronger hand with exactly 5 spades, you would bid 3C).

If you provide an answer, can you please also provide a reference.

In the good old days this would have been non forcing and, as you say, a weak two suited hand. Quite a few players now, in Modern Acol, will have 2C in this sequence as an enquiry so you can find out if partner is minimum or maximum and whether he has a fit for your major(3 cards) or 5 in his own major. This will be documented in one of Eric Crowhurst's books.

Across the pond (here in the USA), the treatment mentioned by Jeremy is called "New Minor Forcing," and is a convenience used by the vast majority of club and tournament players here. In fact, "Two Way New Minor Forcing" is advocated by several world champions. If you wish to learn more, google will give you a whole bunch of writ-ups on the convention. My wife, who began to play bridge about 3 years ago, was taught new minor forcing in about her 5th bridge lesson!
